How fixation works

First higher stage: pay is fixed at the first stage of the new BPS strictly above the existing basic pay (personal pay beyond the old maximum counts).
Premature increment: one increment of the new BPS is added only when the stage gain is less than the new BPS's annual increment.
Scale ceiling: the result is capped at the new scale's maximum — no increment is admissible beyond it.
December increments: a 1st December increment needs 6+ months in the scale, so a promotion before 2 June still earns that December's increment.
Rule 10(3) option: promoted between 2 June and 30 November while below the pre-promotion maximum? You may instead draw the lower scale's December increment and re-fix w.e.f. 1st December. There is no time limit for the option.
