College Teacher Promotion Mechanics

A comprehensive distillation of the promotion frameworks governing the Sindh College Education Department, derived from the 2022 Promotion Rules and foundational Civil Servants Acts.

17→18

Lecturer to Asst. Prof.

Promotions from BPS-17 to BPS-18 are processed and approved by the Departmental Promotion Committee (DPC).

  • •Requires minimum 5 years of service in BPS-17.
18→19

Asst. Prof to Assoc. Prof

Elevation to BPS-19 requires evaluation by the tighter Provincial Selection Board II (PSB-II).

  • •Requires 7 years in BPS-18, OR 12 total years of service in BPS-17+.
19→20

Assoc. Prof to Professor

The highest provincial tier. Assessed by the rigorous Provincial Selection Board I (PSB-I).

  • •Requires 17 total years of active service in BPS-17 and above.

Core Criteria

1. Seniority-Cum-Fitness

The universal bedrock of promotions in Sindh. Once a vacancy arises, candidates are considered in strict order of their position on the official Seniority List. Unfit candidates are bypassed, but seniority cannot be skipped otherwise.

2. Annual Confidential Reports (ACRs)

Continuous performance evaluations form an officer's service record. Missing ACRs immediately trigger a block ("Deferment") when the Selection Board convenes.

3. Quantification Data

Required specifically for PSB evaluations (BPS-19 & 20). It mathematically summarizes educational achievements, ACR weightage, and disciplinary history into an objective score used to determine fitness.

Potential Blockers

Ad-Hoc Service

Explicitly ruled out by the 1975 statutory rules and the Chief Secretary's 1977 S&GAD directive. Any service rendered on an ad-hoc basis does not count towards seniority or total service years for promotion thresholds. No retrospective regularization is permitted.

Deferment vs. Supersession

Deferment occurs when a candidate's file is incomplete (missing ACRs, pending inquiries). Their seniority is protected once the file clears. Supersession occurs when a candidate is officially evaluated but declared unfit. Juniors promoted over a superseded senior permanently break their seniority link.

Leave & Deputation

An active status is generally required. Extended extraordinary leaves or certain deputations can theoretically pause progression or require special clearance via the DPC/PSB.
